Because of your age (under 18), you are considered a minor, and your transfers are subject to numerous restrictions.
The following apply to players your age, according to FIFA article 19 (minors’ protection):
1. International transfers of players are only allowed if the player is at least 18 years old.
2. This rule is subject to the following three exceptions:
a) The player’s parents relocate to the new club’s home country for reasons unrelated to football.
b) The transfer takes place on European Union (EU) or European Economic Area (EEA) territory, and the player is between the ages of 16 and 18.
In this situation, the new club must meet the following requirements:
i. It must give an acceptable football education and/or training to the player in accordance with the highest national requirements.
ii. It must provide the player with an academic, school, and/or vocational education and/or training, in addition to his football education and/or training, that will enable him to pursue a career other than football if he decides to retire from professional football.
iii. It will make all necessary arrangements to guarantee that the player is treated as well as possible (optimum living standards with a host family or in club accommodation, appointment of a mentor at the club, etc.).
iv. It must give proof of compliance with the aforementioned responsibilities to the relevant association upon registration of such a player.
c) The player resides within 50 kilometers of a national border, and the club with which he seeks to be registered in the neighboring association is likewise within 50 kilometers of the border.
The distance between the player’s home and the club’s headquarters cannot exceed 100 kilometers.
In such instances, the player must remain at home and the two associations involved must provide their explicit approval.
3. Any player who has never before been registered with a club and is not a national of the country in which he desires to be registered for the first time is subject to the terms of this article.
4. Every foreign transfer, as defined in paragraph 2, and every first registration, as defined in paragraph 3, are subject to the approval of the Players’ Status Committee’s subcommittee.
The association that desires to register the player must submit an application for approval.
The previous organization will be given the opportunity to express its viewpoint.
Prior to any request from an association for an International Transfer Certificate and/or a first registration, the subcommittee’s permission must be obtained.
The Disciplinary Committee will discipline any infractions of this rule in accordance with the FIFA Disciplinary Code. Sanctions may be imposed on the previous association for issuing an International Transfer Certificate without the sub-consent, committee’s as well as on the clubs that made an agreement for the transfer of a minor, in addition to the association that failed to apply to the sub-committee.
5. Annexe 2 of these regulations contains the procedures for applying to the subcommittee for a first registration and an international transfer of a child.
